Harry Truman began the process of establishing a national health plan by asking Congress to enact legislation in 1945. 20 years after, he became the first individual to sign up for Medicare under the newly enacted constitution approved by Lyndon Johnson. According to Medicare Part B, benefits also include durable medical equipment (DME) and prostheses. And Medicare Part D covers prescriptions. Cost change, additional charges not covered by Medicare have raised the fee for Medigap policies.
